基于“部—市”合作的地方合资铁路建运模式设计

The Design for the Construction and Operation Modes of Local Joint-venture Railways Based on the “Department-City” Cooperation

本文基于利益受众视角与运营模式视角对我国合资铁路进行了分类评析;提出通过组建地方铁路投资公司,搭建"部—市"合作下的地方合资铁路建设平台;设计了现阶段我国铁路投资公司三种功能定位,并针对不同类型的合资铁路类型,提出了与之相匹配的融资方式。

The joint-venture railways were classified and analyzed from the view of benefit groups and operation modes in this paper. The idea was given which the platform of local joint-venture railways based on ＂department-city＂ cooperation could be built by establishing the railway investment companies. On such basis, three operation modes of the joint-venture railway companies in China were designed according to different types of joint-venture railways at this phase. Conse- quently, the matching financing ways were put forward.
