The Chinese mathematician who was the earliest to report his experience of attending the International Congress of Mathematicians through Chinese publications was Ta Li in 1932. As a new discovery of historical materials on Chinese mathematics, the paper introduces the main content of Li＇s A Record of the International Congress of Mathematicians and makes a comment on its value. This paper also briefly describes Li＇s education, teaching and academy experiences.
