乌鲁木齐市公共危机管理中的社区参与问题研究

A study of Community Participation in Public Crisis Management of Urumqi

成功的公共危机管理必须有社会参与,文章以乌鲁木齐市社区为例,阐述了社区参与公共危机管理的重要性和必要性;分析了乌鲁木齐市社区参与公共危机管理的现状,肯定了乌鲁木齐市在公共危机管理中社区参与取得的一系列成绩,也发现了存在的问题;最后从危机意识、组织建设、法律保障、应急机制和财力支持等方面,探讨了加强乌鲁木齐市公共危机管理中社区参与的对策建议,以期为政府的公共危机管理工作提供有效的借鉴与参考。

With the rapid development of economy and society, the government comes to realize that a successful public crisis management should have social participation and the participation can greatly improve the efficiency of crisis management. This paper expounds the importance and necessity of community participation in public crisis management, analyzes the present situation of community participation in public crisis management in Urumqi, and describes the achievements made in community participation in public crisis management. It also finds problems. It proposes the measures to be taken in reinforce the community participation in public crisis management in Urumqi from the perspectives of crisis consciousness, organizational development, legal protection, emergency mechanism and financial support.
