摘要在国务院的＂十二五＂期间深化医药卫生体制改革规划暨实施方案中明确提出：到2015年,个人卫生支出（out-of-pockethealth expenditure,OOP）占卫生总费用（total health expenditure,以下简称THE）的比例降至30%以下。
