In order to promote the management and international competitive capacity,SINOPEC has studied and developed HSE management system.This paper describes the design philosophy and idea of the system,and introduces the structure and function design,as well as the implementation strategy.The practice of the system suggests that it has made HSE management more systematization,standardization and institutionalization,and the managers can dynamically master the HSE management condition,thus the management efficiency can be improved and the cost of management can be reduced.
