突发事件下应急物资对外采购能力评价指标体系研究

Study on Evaluation Index System for Foreign Materials Purchasing Capacity in Case of Emergency

针对一些关键应急物资在突发事件环境下国内采购和生产都很困难的情况,提出了应急物资对外采购能力的概念;尝试利用外贸进口流程初选评价指标,根据评价指标的独立性和互补性筛选一级指标和二级指标,并给出了评价指标体系设计的流程和步骤;最后根据评价指标体系的设计原则、流程和步骤,建立了一套完整的应急物资对外采购能力评价指标体系,以期对我国应急物资对外采购能力进行有效评价。

With the difficulty of domestic purchase and product of emergency materials, this paper presents the concept of foreign purchasing capacity of emergency materials, in which evaluation index is selected by using foreign trade import pro- cedure. One class index and secondary index is respectively screened by using the independence and complementarily of in- dex and also the procedures and steps of index system construction are given. Finally, according to design principles and procedures of index system, a set of index system is established to effectively evaluate the capacity of foreign purchasing e- mergency materials.
