我国公共文化服务体系中农家书屋可持续发展的思考

Thoughts on the Sustainable Development of Village Library in Public Cultural Service System in Our Country

文章回顾我国公共文化服务体系中农家书屋经历由点到面、由不完善到逐渐完善的发展历程,指出农家书屋可持续发展存在着区域发展不平衡、后续资金投入不足、长效运行机制缺乏的问题,明确提出农家书屋可持续发展的三条道路:走农家书屋固定网点与流动服务、农家书屋与农村公共文化设施相结合的科学发展道路,构建布局合理、完全覆盖的农家书屋服务体系;走资源共享、联合管理、联合服务的统筹协作道路,构建以区域图书馆联盟为中心的农家书屋经费、人才和技术保障体系;走"建、管、用"三位一体的可持续发展道路,构建农家书屋建设目标考核责任制和运行评估指标体系。

The paper reviews the development of village library which spreads over a whole area from one point and improves gradually in public cultural service system in our country,points out that the problems should be seen during the development of it,such as imbalanced developing among different regions,the insufficient follow-up funds,and lack of effect mechanisms,and puts forward three roads for its development：one is to combine the flow service with fixed place,and to combine village library with other rural cultural facilities for scientific development,aiming at building a rationally distributed and thoroughly covered village library service system;another is to encourage resource sharing,joint management,and cooperative services,aiming at building a village library support system for funds,talents and technologies with the regional library consortia as the center;the third is to take trinity of ＂build,manage and use＂as the road for sustainable development,aiming at constructing the scheduled target assessment system and performance evaluation index system of village library.
