Exploitation and Sustainable Development of Ecological Environment in the West of China

目前 ,西部大开发已成为我国经济建设最重要的议题。但是 ,由于西北地区极其特殊的地理位置 ,生态环境非常脆弱 ,如何在保证西部经济建设的同时 ,实现西北地区生态环境的可持续发展就成为一个亟待解决的问题。本文在分析西北地区生态环境特殊性的基础上 ,将张新时先生在鄂尔多斯高原提出并得到验证的半干旱区生态环境可持续发展的“三圈”模式思想推广至整个西北地区 ,指导西北地区的宏观生态环境建设。并从媒体建设、加强银行、教育组织、大农业科技研究、私人顾问作用。

The exploitation in the west of China has become a very important topic in China's current economic development. But the west of China locates in a very special zone, the ecological environment is very fragile. It becomes an urgent problem to pursue sustainable development for ecological environment and how to ensure economic development meanwhile in the west. Based on the analysis of ecological environment in the west, we extend the thought of “three circle pattern” for sustainable devclopment of ecological environment in semi-arid area, which proposed by professor Zhang Xinshi and has been demonstrated in Ordos plateau to whole the west of China in order to instruct the environment development in the west of China. We also give some suggestions in media development, enforcing the role of Bank, education organizations, agroforestry sciences and technological research, private consultants, establishing farmer organizations etc. in order to enforce the software and policies development for exploitation in the west in China.
