摘要
以达州市生态市建设规划为例,介绍了一套全新的生态县(市)建设规划理论、方法与技术体系,即"区域创新斑块理论、景观格局分类方法和三维地理信息系统模拟技术".展示了"城市—农村—半自然—自然"四大景观格局划分方法;把生态县(市)建设任务明确为"区域生态工程—景观生态工程—创新园地工程—生态细胞工程"共四个层次,使生态县(市)建设任务全部落实到空间实地上.在长期从事区域创新和发展格局识别研究工作中,以及在对四川省近20个生态县(市、区)建设规划的实践运用中,初步印证了这一技术体系适用于大区域社会、经济、生态复合系统.在正确理解和表达创新空间、发展动力、景观生态,以及系统目标、发展任务、实现步骤等方面,较好地解决了规划创新性、空间布局直观性和项目实施可操作性等问题,是对传统规划方法的一次变革.
Taking the planning of constructing Dazhou into an ecological city as an example, this paper in troduces a new set of planning theory, method and technology system about ecological county (city) con struction, which involves the regional innovation plaque theory, the method of landscape pattern classifica tion and the technology of 3D geographic information system simulation. It displays the four-landscape pattern (city countryside-half natural-natural) classification method, and divides the task of ecological county/city construction into 4 distinct layers, i.e. regional ecological engineering, landscape ecological engineering, innovation garden engineering and ecological cell engineering, so that the tasks of ecological county/city construction may be implemented spatially on specific sites. In the long-term work of regional innovation and development pattern recognition and the practical planning work of ecological county con struction of about 20 counties (cities/districts) in Sichuan Province, this system has been preliminarily proved to be suitable for large regional social, economic and ecological complex system. In the aspects of correctly understanding and expressing the innovation space, development momentum, landscape ecology, system objectives, development tasks and implementation steps, it has provided a satisfactory solution to such issues as innovative planning, intuitive space layout and project implementation operability. The planning method is a revolution of the traditional planning methods.
