探讨公共服务政策执行力弱化原因及对策。简要阐述政府公共服务政策的内涵主体和在我国的运行情况,提出公共服务政策执行力弱化的问题。概述山西省政府"一吨煤"政策实施一年来的情况,指出政策存在的问题。根据出现的问题,对两大根本原因和五个具体原因进行了分析,进而从政策决策、政策执行、政策监督三个方面提出了十个具体解决对策。

The article focus on studying the causes of execution weakening in governmental public service poli- cy and its corresponding measures. At first, it gives an introduction of the main body of governmental public service policy in our country and then puts forward the weakening problems in carrying out the public service policies. Thirdly, it points out the policy problems by taking the ＂one ton coal＂ phenomenon in Shanxi province as an exam- ple. Finally, two basic causes and five concrete causes are drawn into conclusion. Hence ten concrete solutions are made in respect of policy decision, execution and supervision.
