关于突破景区企业化障碍的对策研究——以山西为例

Study on the Obstacles of Scenic Spots Enterprization and Countermeasures——Taking Shanxi as an Example

一方面是旅游资源保护的经费严重短缺,但将市场和经营拒之门外;另一方面是旅游业发展无法顺利利用旅游资源。一方面是相关法规不允许将各类保护的资源进行经营;另一方面是国家制定战略规划和决策要大力发展旅游产业。这是典型的"二律背反"。这是计划经济体制时期以保护为目的的管理模式同市场经济体制时期以保护和利用为目的的发展模式之间的矛盾;也是法规和体制严重滞后于经济和产业发展步伐的表现。当务之急是修订法规,改革体制,解放生产力。

On the one hand the protection expenses of tourism resources are quite short of, it keeps itself as pure as jade and shuts its door to the market and operation. While on the other hand, the tourism industry can not make full use of tourism resources for its smooth development. On the one hand, the various protective resources are not allowed to be in operation according to the current laws and regulations, while on the other hand, the tourism industry is encouraged typical ＂antinomy＂. The key protection as its purpose, and goal; also shows that the laws to be developed greatly in the national strategic plan and countermeasures. This is a problem lies in the contradiction of management mode in planned economy with the the development mode in market economy with the protection and development as its and regulations have lagged far behind the economic and tourism industry develop- ment. The first priority to solve the problems is to amend the laws, reform the system and liberalize tourism produc- tion force.
