摘要
对2001—2010年我国大中型煤炭企业各项科技投入要素的投入规模与强度进行分析,剖析其形成原因,构建灰色关联度模型对科技投入与产出进行实证研究。研究得出的主要结论有:科技经费投入强度不够,其中政府资金比例过低;大中型煤炭企业中只有少数企业从事科技活动,科技活动人员占全部从业人员比例很低;我国煤炭科技技术进步主要依靠国内技术;科技活动经费内部支出、科技活动人员、科技项目、技术引进经费与煤炭工业产出有明显的正相关关系,尤其科技活动经费内部支出对产出有着更为显著的促进作用。最后针对结论给出了相应的建议。
Based on statistical data of S&T input of large and medium - sized coal industry enterprises in China from 2001 to 2010, the paper analyzes the conditions of S&T input, finds out the causes, uses gray correlation degree model to make an empirical study about the correlation of S&T input and output and gets the main conclusions: the proportion of expenditures on S&T activities was not enough and the percentage of government funds in the total funs was quite low ; a minority of large and medium - sized industry enterprises had S&T activities ; the percentage of S&T personnel in total employed persons was quite low; the technological progress in coal industry basically depended on domestic technology; the correlativity between industry output and intramural expenditures on S&T activities, personnel engaged in S&T activities, projects for S&T activities, expenditure for introduction of technology was distinctly positive ; especially intramural expenditures on S&T activities made prominent effect on industrial output. At last the paper gives some recommendations.
