Thoughts on Promoting Railway Investment and Financing System Reform

在阐述铁路投融资体制历史演变的基础上,分析当前铁路投融资所面临的问题,提出在铁路投融资体制改革过程中,既要坚持和发挥政府投资在铁路投资中的主导作用,充分发挥其引导和示范作用,同时也要鼓励和引导民间投资铁路,与深化铁路经营管理体制机制改革有机结合,采取以政府为主导、充分发挥市场作用、广泛吸引社会资本参与的发展模式,促进铁路行业的可持续发展。

Based on expounding history evolvement of railway investment and financing system,this paper analyzes the problems of current railway investment and financing,puts forward that during the railway investment and financing system reform,the leading role of government investment on railway investment should be insist and exerted,and its introduction and demonstration role should be also exerted,at the same time,the private invested railway should be encouraged and introduced which could combined with railway operation and management system reform,and the development mode of leading by government,exerting market role and absorbing social capital could be applied as to promote sustainable development of railway industry.
