南水北调东线背景下东平湖综合效益的发挥

Dongping Lake Impounding Influence Treatment Works Under the Background of the South-to-North Water Transfer Project(East Route)

结合南水北调东线一期东平湖蓄水影响处理工程的实施,对新形势下如何发挥东平湖综合效益进行了分析。结果表明:①南水北调东线工程的建设改变了东平湖单一防洪功能的状况,为东平湖防洪、供水、航运与旅游等综合利用创造了有利条件,需要转换东平湖运用方式,在防洪保安的前提下充分发挥供水、航运、旅游等综合效益;②东平湖防洪工程的建设、防洪能力的提高为发挥综合效益提供了工程基础,鉴于东平湖目前尚存在防洪标准低、围堤渗漏、泄洪河道淤积等问题,结合东平湖蓄水影响处理工程的实施,建议进一步加强防洪工程建设。

This article analyzed how to take comprehensive advantages of the Dongping Lake under the new surrounding with the execution of the Dongping Lake Water Storage Influence and Treatment Project in the first stage of the South-to-North Water Diversion Project（East Route）.The results show that： a）The South-to-North Water Diversion Project（East Route） not only changes the history of the Dongping Lake as a simplex flood-protection lake,but also makes it possible to take comprehensive advantages such as flood protection,water supply,navigation and tourism,etc.of the Dongping Lake.The method of the Dongping Lake utilization should be changed in order to provide comprehensive utilization besides flood control.b）It provides a good base for comprehensive utilization with the execution of the Dongping Lake Flood Protection Project and the improvement of flood protection level.It is suggested that more flood protection works should be arranged to solve problems such as the low standard of flood protection,the leakage in banks,and the sedimentation in discharge channels.
