Measures and Suggestions to Strengthen Supervision and Management of Pollution Discharge Outlet to Rivers in the Yellow River Basin

入河排污口的监督管理是水资源保护工作的重要抓手和切入点,是落实入河污染物总量控制"红线"、保障水质安全的重要手段。近年来,黄河流域入河排污口的监管存在职能交叉、管理链条衔接不顺畅、认识不一致、非法排污、超标排污等问题,由此提出了严格设置审批、明确管理权限、强化执法检查等进一步加强流域入河排污口监管的对策措施。

Supervision and management of pollution discharge outlet to rivers are the basis and key element to water resources protection.It is also an important means of implementing pollution load ＂red line＂ control and water safety guarantee.In recent years,there are several problems existed in supervision and management to discharge outlet in the Yellow River basin such as cross overlapping functions,unsmooth connection,different understandings,illegal and excessive discharge,etc..It therefore puts forward strategies such as implementing strict discharge consent,clarifying administration function,and strengthening law enforcement.
