Animation industry,which is considered as core industry of knowledge-based economy in the 21st century,is another economic growth point after IT industry.With the rapid development of network and digital technology worldwide,and with transfer of talents and capital to culture industry,service outsourcing of Hubei animation industry is facing a rare opportunity.This paper probes into the restraints on its development and puts forwards the countermeasures to accelerate its development through service outsourcing as a breakthrough.
