“海宁模式”:义务教育均衡发展的新试验

摘要 义务教育均衡发展是深化教育改革的关键之举。浙江省海宁市在义务教育均衡发展实践中探索出了一条通过实现义务教育"零择校"、"全纳式"农民工子女教育均衡安排、向农村倾斜的教师资源配置政策、全面化特色学校创建、"小班化"建设、教育共同体的构建和相关制度体系的完善等措施来促进义务教育均衡发展的新思路,为我国义务教育均衡发展提供了宝贵经验。 Balanced development of compulsory education is the key to deepen the education reform. Haining City Zhe Jiang Province explored a new idea in the practice of balanced development of compulsory education to provide the precious experience for the balanced development of compulsory education by realizing "zero school choice", implementing "inclusive education" for the rural migrant workers'children ,enacting the resource allocation policy tilting to the rural teachers, establishing characteristic school comprehensively, building "Small- scale-class" and education community, improving the related institutional measures and system.
