摘要 从干旱的基本概念入手,提出建立抗旱工作相关的指标参数的性能要求,简要地分析常规水文观测资料在抗旱工作中的作用,从中选择几项作为建立干旱程度指标体系的基础,讨论建立指标体系的基本构想。着重说明借用洪水预报模型的一些成果建立度量干旱程度的水量供需平衡指数的方法。通过分析可以看出,常规水文观测资料已可以满足抗旱工作的需要,只要干旱程度度量体系构造合理,完全可以规避信息交流不畅的障碍。 At presen4 the basic concept of drought is confused and drought indexes are numerous and not practical. What is more, individual concept contains obvious errors. So, this paper put forward to build the performance requirements of parameters for drought according to the definition of the concept of drought,. And then it analyzed the role of the conventional hydrological data in drought, some of which were se- lected as the foundation to establish the measurement index system of drought degree, and discussed the basic conception of establishing index system. This paper focuses on the use of flood forecasting model for some outcomes to evaluate the method of water supply and demand balance indexes for drought. According to the analysis, the conventional hydrological data can meet the needs. As long as the drought degree measure-ment system is reasonable in the structure, the method can avoid the poor information exchange which is caused by administrative system.
