党章是党的最高规范和最高活动原则。党章修订的过程其实也是党内民主建设不断科学化的过程。从党内民主的思想发展来看,党经历了一个从学习马列主义的民主思想到将其不断中国化的过程;从党内民主的制度发展来看,党经历了一个从借鉴苏共的民主集中制到自我发展、不断完善的过程;从党内民主的精神发展来看,党经历了一个从相对欠缺到不断焕发荣光的过程;从党内民主的权力运行机制来看,党经历了一个从强调自上而下到以自上而下为主、自下而上为辅两者相结合的过程。

The constitution of the Party is the highest standard and principle for action.The course of amending the Constitution of the Party is actually a course of expanding intra-Party democracy.Judged by development of the thinking on intra-Party democracy,the Party has gone through a course of development from learning Marxist and Leninist democratic thinking to constantly adapting it to Chinese conditions.Judged by development of the system for intra-Party democracy,the Party has undergone a course of development from using the democratic centralism system practiced by the Communist Party of the Soviet Union for reference to constantly improving itself.Judging by development of the intra-Party democratic spirit,the Party has gone through a course of development from being relatively deficient in the spirit to carrying forward it.Judging by the operating mechanism for intra-Party democracy,the Party has undergone a course of development from emphasizing from top to bottom to combining from top to bottom with from bottom to top.
