南海问题最受关注的热点区域集中在南沙群岛,因其蕴藏着富足的油气资源,从而引起周边国家间的岛屿争端。南海油气资源的共同开发是解决南海问题的突破口,它的实施对中国具有巨大的战略价值,对南海周边国家能源战略同样能起到推动作用。本文将南海争议区划分为具体区域,透视南海争议区油气资源开发的现状,论述其战略价值,进而对南海争议区油气资源共同开发的制度进行构建,并对可预见的保障机制进行构想。

Cooperatively developing oil and gas researches in South China Sea is the break through for solving the problem of South China Sea. This shows that it is of strategic value for China. The hot area of South China Sea is Nan Sha Islands, that＇s because there are rich oil and gas resources. There and then it causes the pe- riphery states to dispute on the sovereignty. This paper will divide into specific areas in dispute area of South China Sea. We will analyze the current status of cooperatively developing oil and gas researches in dispute area of South China Sea. At last, we will propose a program for the system of cooperatively developing oil and gas re- searches in disputed area of South China Sea, and a foreseeable safeguard mechanism, so as to achieve the ＂principle of cooperation mutually benefited＂, and abiding by this principle, to achieve a reasonable allocation of risks and benefits.
