一级专科医院管理社区卫生服务中心的效果评价

Discussion on Development Model and Management Strategy of First Class Hospital and Community Health Service Centre

目的探讨一级专科医院管理社区卫生服务中心的效果。方法收集2008—2011年北京市五里坨社区卫生服务中心及下属站统计资料。统计2008—2011年专业队伍结构变化;因2008年财务在分账过程中,部分数据无法有效对比,统计2009—2011年门诊诊疗人次及门诊收入情况。结果 2008—2011年全科医师由4人增加至11人,年递增率为40.1%;全科护士由8人增加至13人,年递增率为17.6%;防保人员由2人增加至8人,年递增率为58.7%。2009—2011年门诊诊疗人次由9 709例次增长至44 630例次,年递增率为114.4%。门诊总收入由119.3万元增长至933.4万元,年递增率为179.7%;其中医疗收入由10.5万元增长至155.9万元,年递增率为185.3%;药品收入由108.8万元增长至777.5万元,年递增率为167.3%。结论一级专科医院管理社区卫生服务中心的发展模式,使社区卫生服务中心从人员结构到门诊诊疗人次和收入都得到稳步发展。

Objective To investigate the development model and management of first class hospital and community health service center.Methods Statistical data of Wulituo Community Health Center and its affiliated centers from 2008 to 2011 were collected.Professional personnel structures from 2008 to 2011 were collected.Besides,the number of outpatients and income from outpatients from 2009 to 2011 were also collected.Data on income from outpatients of 2008 were invalid.Results From 2008 to 2011,the number of general practitioner increased from 4 to 11 with an average annual growth rate of 40.1%.The number of general nurse increased from 8 to 13 with an average annual growth rate of 17.6%.The number of security personnel increased from 2 to 8 with an average annual growth rate of 58.7%.From 2009 to 2011,the number of outpatients increased from 9 709 to 44 630 with an average annual growth rate of 114.4%.The income increased from 1.193 billion yuan to 9.334 billion yuan with an average annual growth rate of 179.7%.The medical income increased from 105 000 yuan to 1.559 billion yuan with an average annual growth rate of 185.3%,while the drug income increased from 1.088 billion yuan to 7.775 billion yuan with an average annual growth rate of 167.3%.Conclusion The development mode and management strategy of first class hospital and community health service centers achieved steady growth both in outpatients′ number and income.
