基于异质性复杂系统的高技术园区效率评价研究

摘要 高技术园区内企业和园区外的高技术企业是两个具有异质性的系统,具有不同的生产环境和生产特质,但对高技术产业而言,又拥有相同的目标和任务。异质系统间相对绩效的比较,可以反映出设立和运行高技术园区的效力,应是园区绩效评价中不可或缺的一部分。基于异质性复杂系统,将高技术园区的效率评价分解为运行效率和功能效率两部分,对我国高技术园区2010年的综合效率进行评价和比较,可鸟瞰我国各高技术园区的运行情况,以期为各高技术园区的效率地位评价和效率提升提供参考。 High-Tech enterprises in the High-Tech Parks and outside the Parks are two heterogeneous systems with different production environments and production characteristics,but both belong to High-Tech industry and have the same objectives and tasks.The relative performances of heterogeneous systems can be compared to reflect the effectiveness of High-Tech Parks established and operated,this work should be an integral part in the performance evaluation of High-Tech Parks.This study is based on heterogeneity of complex systems,and it takes a unique perspective to decompose the efficiency evaluation of High-Tech Parks into two parts(the operational efficiency and functional efficiency),and make an evaluation and comparison on overall efficiency of China's High-Tech Parks in 2010 on the basis of a two-stage DEA model and a combination of the super-efficiency evaluation and improved DEA model.
