An Analysis of the Developmental Trend of PPPs in Basic Education in India

摘要 在公立学校未能提供足够的学校教育服务的情形下,为实现全民教育这一国际目标,印度政府采取了公私合作伙伴关系(以下简称PPP)的形式,提高对私营部门的利用率,以期改善基础教育服务供给和资金投入,并随着社会对教育需求的发展,不断推出新的PPP行动计划,这对于PPP办学模式在国际基础教育领域的推广具有重要意义。 Under the condition of state schools' failure to provide adequate schooling for the society, in or- der to achieve the international goal of Education for All, Indian government has adopted modes of PPPs as a means of enlarging the use of private sector resources and improving both the provision and financing of basic education, and continuously puts out new PPP modes, with the development of the demand of society for educa- tional services, which is worth noting and studying. This is of significance for PPPs to spread in the basic educa- tion of the world.
