从理论创新视角看以人为本的理论基础

A Study on the Basis of People-Oriented Policy from the Perspective of Chinese Marxist Theory

践行以人为本的实践表明,不能脱离人自身的发展规律和外在的客观规律抽象地谈以人为本,尊重规律是以人为本的理论前提和基础,探讨以人为本的理论基础,不仅涉及到指导思想问题,也涉及到发展方式问题,尤其是涉及到中国化马克思主义理论成果创新探索问题,更涉及到实践中的理论到位问题。因此,从人自身的发展规律和外在的客观规律看,以人为本必须明确"以什么人为本"和"以人的什么为本"。而根据马克思主义理论思想,以人为本要以"个体的人""、延续的人"和内在需求的人为本,这才是符合客观规律和人类发展规律的。所以,以人为本必须在尊重客观规律基础上,实现合规律性和合目的性的统一,这样才能实现科学发展的以人为本。

A study on the basis of people-oriented policy relates to not only the guiding ideology, but also the developing mode. Especially the study from the perspective of Chinese Marxist theory plays an important role on the people-oriented practice. People-oriented theory should be based on people＇s needs, and people＇s needs and the satisfied degrees are restricted hy the social practices and the historical developments. That is, people-oriented policy of people＇s needs should follow the objective law. In addition, people-oriented policy should be in accord with the human development law. In short, people-oriented policy should be based on the material condition, unifying regularity and purposiveness.
