倡导和推广全民阅读是我国的基本国策,对提升国民素质和促进社会和谐发展具有不可估量的意义。从全民阅读的角度出发,公共图书馆是保障公民平等阅读权的制度安排,是全民阅读理念的倡导者,是推动全民阅读的中坚力量。公共图书馆应以"普遍均等服务"为目标,进一步确立政府的主导地位,建立资源共享的服务体系,并通过改革和创新积极为全民阅读服务。

Advocating and promoting the nationwide reading is the basic national policy in China, it has inestimable significance to improve the national quality and promote the harmonious development of the society. From the perspective of the nationwide reading, public libraries are the institutional arrangement of guaranteeing the citizen＇s equal reading right, the advocator of the concept of the nationwide reading, the core force of promoting the natJonwide reading. Public libraries should take providing universal and equal services as the target, establish the leading position of the government, build the service system of resource sharing, and serve the nationwide reading actively through the transformation and innovation.
