Russia's Global Governance Strategy

俄罗斯的全球治理战略形成于其对和平与发展国际形势的判断、"一超多强"国际格局的认识、全球问题凸显和西方国家持续挤压的背景之下,在内容和特点上均受到这些因素的影响。俄罗斯主张继续建立和完善全球治理的各项机制,在政治、地区安全、经济、全球气候变暖、能源安全、粮食危机等全球问题领域都提出了自己的政策主张。总体上看,俄罗斯全球治理战略的基本特点是:珍视和努力再塑自己的大国地位,以平等身份参与国际事务;反对美国的单边主义政策;重视国家主权,反对西方国家利用非政府组织对他国事务的干预。俄罗斯积极有为的全球治理战略扩大了其外交政策的效果。

In accordance with its judgment on the international situation on peace and development,its understanding of international structure of one superpower and several great powers,the highlight of global issues and the ongoing squeeze of Western countries on Russia,Russia＇s global governance strategy comes into being,so the content and features are affected by these factors.Russia advocates continuation of establishing and perfecting the mechanism of global governance,and it puts forward its own policies and proposals in the fields such as politics,regional security,economy,global warming,energy security and food crisis.In general,the basic characteristics of the Russian global governance are illustrated as follows： it cherishes and strives to remold its position of a great power,participating in international affairs with equal status;it opposes the U.S.policy of unilateralism;it attaches importance to national sovereignty and opposes intervention of Western countries on the affairs of other countries by making use of non-governmental organizations;the positive and promising strategy of Russia＇s global governance expands the effect of its foreign policy.
