国家基本药物制度实施后基层医疗卫生机构建设发展方向探讨

Exploration of the Construction of Primary Medical Institutions after the Implementation of Essential Drug System

目的:探讨国家基本药物制度实施后的基层医疗卫生机构建设发展方向。方法:查阅相关文献资料,并进行实地走访,调研基层医疗卫生机构服务质量情况和患者满意情况。结果与结论:随着"新医改"和国家基本药物制度的实施,基层群众"看病贵"和"看病难"问题有了一定缓解,但基层医疗服务质量没有明显改善,主要原因是基层医疗服务运行机制不健全。建议构建基于县、乡、村技术协作视角的县级医疗中心,提高卫生服务水平和能力,从根本上解决"看病贵"和"看病难"的现状。

OBJECTIVE： To explore the development of primary medical institutions after the implementation of essential drug system. METHODS： Reviewing relevant literatures and on-site visiting, the quality of medical service and satisfactory degree of patients were investigated in primary medical institutions. RESULTS ＆ CONCLUSION： With the new medical reform and the implementation of national essential drug system, the phenomenon of expensive medical treatment of the grassroots has relieved at some point, but the quality of primary medical service has not improved significantly, mainly due to imperfect primary medical services operation mechanism. It is suggested to construct county medical center based on the perspective of the county rural technical cooperation and improve the health service level and capacity, so as to find a fundamental solution of difficult and expensive medical treatment.
