基于格序结构的土地整治综合效益评价研究 被引量:21

摘要 土地整治是促进土地集约利用和实现耕地动态平衡的重要途径,而土地整治项目综合效益则是评价一个土地整治项目的重要指标。本文引入基于格序决策理论的评价方法和模型,从包括经济效益、社会效益和生态效益三个方面选取了动态投资回收期、新增耕地率和绿色植被覆盖率增加值等8个因子构建了评价指标体系。并以河北省太行山山前平原农村土地整治示范区部分项目进行实证,运用格序结构描述各项目的层次关系,通过Hausdorff测度计算反映其与拟上确界和拟下确界之间的广义距离,得到了该格序结构在决策者偏好关系上的线性扩张结果:A清苑酆A望都酆A定州酆A唐县。最后,与传统评价方法对比验证表明,基于格序决策理论的评价方法克服了传统评价方法主观偏性及人为因素带来的随机误差,使评价结果具有更强的客观性、稳定性和科学性,可为土地整治综合效益评价及土地整治项目选取工作提供更准确的决策支撑。 The soil renovation is an important way to promote land intensive utilization and realize the dynamic balance of cultivated land.The soil renovation comprehensive benefit is a significant index for evaluating soil renovation projects.The paper introduced the evaluation method and model based on the lattice order decision-making theory,estimated the evaluation system including eight indicators such as dynamic investment pay-back period,increasing infield rate,green vegetation coverage value added,which were from economic benefits,social benefits and ecological benefits.This paper also made an empirical research on the Taihang mountain soil renovation demonstration region of the rural pediment plain in Hebei province.The lattice order structure was used to describe the hierarchical relationship among each project,and Hausdorff measure was applied to reflect the generalized distance from evaluation objects to their virtual boundary.The results showed that evaluated project ordered as AQAWADAT,and one kind linear extension of lattice order structure was controlled by the effect of decision-maker preference relation.Finally,compared with the traditional evaluation method,the present method based on the lattice order decision theory overcame the traditional random errors which were brought by prejudices and human factors.Moreover,the method made the evaluation results more objective,stable,scientific,and provided precise support for the comprehensive benefit of land evaluation and soil renovation project selection.
