基于内容分析法的上海市科技政策演进分析

The Analysis of Shanghai Science and Technology Policy Evolution Based on Content Analysis

由于科技政策文本所包含信息的非量化,使得其研究多采用定性方法,缺乏逻辑严谨的定量工具。采用内容分析法,将定性信息定量化,研究了上海市1998-2010年出台的192条科技政策。通过分析政策的特点和演进趋势,结合发达国家的实践经验,提出以下对策建议:充分发挥税收优惠等间接性资助政策的作用,注重科技政策与产业政策的配合使用。

..Because Technology texts usually contain much unquantifiable information, so it usually was studied in qualitativemethods, strict quantitative methods was badly needed. Using Content Analysis method and turning unquantifiable infor- mation into quantifiable ones, this article studies 192 pieces of technology policies of Shanghai from 1998 to 2010. By analyzing policy features and development tendency, as well as referring to the experiences of developed countries, the author provides the following suggestions., taking full advantage of indirect financing policies, tax preference, cooperating be-tween technology policies and industrial policies.
