摘要
根据区域R&D活动过程的复杂性,将区域R&D活动过程分解为科技研发过程和经济转化过程,运用规模报酬不变的关联网络DEA模型,对我国区域R&D投入绩效进行了较全面的评价。结果表明:我国区域R&D投入的整体效率和两个子过程效率普遍偏低,存在明显的区域差异;经济转化过程效率低下是导致我国区域R&D投入绩效偏低的主要原因,且大部分地区表现为两过程效率的一高一低或双重低效。
According to the complexity of regional R&D activities, regional R&D activities are broken down into scientific R&D and economic transformation in this paper, with a relational network DEA model under the assumption of CRS, the China's regional R&D input performance is evaluated comprehensively. The results indicate that the effieiencies of regional R&D input in China are generally low, including the overall ists significant regional differences. The main reason for the efficiency and the efficiencies of two sub-processes, there ex- low efficiency of the China's regional R&D input performance is that the economic transformation process is inefficient, and the efficiencies of two sub-processes of most regions show one high & one low or double inefficient.
