摘要
根据区域R&D活动过程的复杂性,将区域R&D活动过程分解为科技研发过程和经济转化过程,运用规模报酬不变的关联网络DEA模型,对我国区域R&D投入绩效进行了较全面的评价。结果表明:我国区域R&D投入的整体效率和两个子过程效率普遍偏低,存在明显的区域差异;经济转化过程效率低下是导致我国区域R&D投入绩效偏低的主要原因,且大部分地区表现为两过程效率的一高一低或双重低效。
According to the complexity of regional R＆D activities, regional R＆D activities are broken down into scientific R＆D and economic transformation in this paper, with a relational network DEA model under the assumption of CRS, the China＇s regional R＆D input performance is evaluated comprehensively. The results indicate that the effieiencies of regional R＆D input in China are generally low, including the overall ists significant regional differences. The main reason for the efficiency and the efficiencies of two sub-processes, there ex- low efficiency of the China＇s regional R＆D input performance is that the economic transformation process is inefficient, and the efficiencies of two sub-processes of most regions show one high ＆ one low or double inefficient.
