摘要
物业服务收费领域存在的问题,影响着物业管理行业的健康发展。通过回顾物业服务收费管理制度的演变历程,研究了普通住宅物业服务收费管理制度安排中的逻辑缺陷,指出政府指导价难以在物业服务市场中发挥作用,包干制的制度设计中存在信息不对称的严重缺陷,这些问题最终会导致业主与企业合作关系的破裂。加强对市场主体行为的监管,建立物业管理信息的强制披露制度将有助于解决物业管理收费中的问题。
The problems existing in residential property service charging hamper the healthy industrial development.By reviewing the evolvement course of property service charging policies,the paper studies logical defects in the policy arrangement and points out that the government-directing-price can't play a proper role in property management market;serious information inequality in the overall rationing system causes the relationship breakdown between owners and the companies.The supervision of behaviors of the market main bodies and the mandatory disclosure of property companies' management information will benefit the solving of charging problems.
