本文指出,"第二代民族政策"颠倒了逻辑关系,立论不能成立。否定少数民族的集体权利将会使民族分裂活动加剧,理应谨慎对待。应该在实现各民族真正平等的过程中汇聚各民族的共同性,最终实现民族问题的有效解决。本文从理论到实际例证,对"第二代民族政策"提出了质疑。

The paper points out that ＂the second generation of ethnic policy＂ has inversed logical relationship, so it will not stand. There had been a saying that the minority~ collective right would aggravate the event of separation of nationalities and we should treat it carefully. Such saying is negated in this paper. The common points of every nationality should be gathered in the process of realizing true equality of every nationality and eventually achieving an effective solution for the ethnic problems. This paper questions about ＂the second generation ethnic policy＂ through exemplification, both theoretically and practically.
