中国农村集体经济组织发展路径探讨——基于对8省292户农民的调查

The Development Path of China Rural Collective Economic Organizations——Based on the Survey of 292 farmers in 8 provinces

对8省292户农民的调查显示,农民更多是将农村集体经济组织看作与外部力量相抗衡的依靠,而不是土地所有者;农民在本集体范围内民主权利的虚置从一个侧面也反映出目前农村集体经济组织提供社会化服务的职能无法得到有效实现。上述现实使我们有必要认真思考农村集体经济组织的发展方向。变革现行农地集体所有制,将农村集体经济组织去留的选择权交给农民不失为一种有效的发展路径。

The survey on 292 farmers in 8 provinces indicates that farmers regard the rural collective economic organizations more as the reliance when competing with the external ＂world＂, other than the land owners; farmers＇ democratic rights become the ownership without usufruct within their home collective reflect that the rural collective economic organizations＇ public services function can＇ t be effectively implemented. The above facts make it necessary to think about the rural collective economic organizations＇ next progress. It is proposed that reform the collective ownership of rural land, and endow farmers the option of abolishing or maintaining the rural collective economic organizations be an effective development path.
