从三个方面阐述了加强国防科技工业的发展。认为,国防科技工业应走军民融合式发展之路,将国防科技工业的能力建设根植于国家工业基础之中,完善国防科技工业体系;进一步深化国防科技工业改革,增强自主创新的内在动力,创建创新性国防科技工业;增强国防科技工业体系领导管理能力,确保科学技术向战斗力的高效转化。

This paper elaborates on how tO strengthen the development of national defense science and tech nology industry through three aspects. To ensure the efficient transformation of sbience and technology in to combat effectiveness, it draws the conclusion that defense science and technology industry, rooted in the country of the industry foundation, should take the road of CivilMilitary integration and perfect the sys tem. To further deepen the reform and enhance the intrinsic motivation of independent innovation, it is necessary to create the innovative national defense science and technology industry and strengthen the lead ership and management capability of the industry.
