The Latin American debt crisis in the 1950s was not caused by the choice of import substitution, but by the free capitalist system of the world as well as the unjust international economic relations. For developing countries, it is imperative to remember that, no matter what strategy they pursue, they need both opening to the outside and the protection. In other words, they should adjust the extent of opening and protection according to the national reality.
