我国土壤污染预防机制建立构想

Conception of Building a Prevention Mechanism for Soil Pollution in China

土壤污染具有缓慢、潜伏、不易察觉但又难以修复的特点。近年来我国土壤污染形势十分严峻,建立行之有效的污染预防机制显得尤为必要和迫切。通过借鉴国外土壤污染防治工作的经验,从土壤质量标准的完善、对污染源的控制以及对已受污染土壤的污染扩散控制三个方面提出建立土壤预防污染机制的构想。

Unlike any other kinds of pollution, soil pollution has its own characteristics, such as slow, concealed, hard to perceive, and difficult to repair. In recent years, soil pollution in China becomes severer, so it＇s necessary to build a mechanism to prevent soil pollution. By drawing lessons from other countries abroad, the conception of building a prevention mechanism for soil pollution was promoted from three aspects, which includes perfecting the soil quality standards, controlling the sources of soil pollution and controlling the diffusion of polluted soil.
