摘要
周恩来认为，政治协商必须具备以下几个条件：一是协商的各方要有共同的目标，二是要以诚相见，三是要增强协商的透明度，四是要能听得进不同意见，五是要用道理说服人。
According to Zhou Enlai, political consultation should satisfy the following five conditions. Each Of the parties should have a common goal, treat each other with all sincerity, enhance transparence, lend an attentive ear to different views and convince by reasoning.
