Research on Externality of Smart Grid Based on Welfare Economics

基于智能电网的准公共品和垄断属性,运用外部性理论、社会福利函数等,理清外部性的来源及表现形式,对其形成的社会福利从技术、经济、社会和环境4个方面产生的影响进行了系统分析,并提出了量化其外部性的框架。从而,较为系统地梳理了智能电网所形成的外部性,为其顺利发展提供了相应决策依据。

Based on the nature of pre-public goods and monopoly, the paper makes a system research on the externality of smart grid by means of related theories, such as society welfare function, in order to describe the source and structure of the externality clearly, and quantifies its structure. The structure reflects in society welfare, technology, economic, society and environment. Finally, the paper expounds systematically the externality of the smart grid and provides decision-making basis for its development.
