Attempt at Measures Against Difficulties in China's Government Institution Reform

政府机构改革是解放和发展社会生产力、发展社会主义市场经济、转变政府职能、减轻财政重负和建立高效廉洁政府的必然要求。政府机构改革必须转变政府职能、理顺各种关系、转变观念、下岗分流，使机构改革法制化，这对发展社会主义民主、建设社会主义法治国家具有非常重要的意义。

Government institution reform is a necessity in emancipating and developing socialproductivity, developing socialist market economy, shifting government functions, alleviating financial burden and building high effective and honest government. To reform government institutions must shift government functions, bring into better balance the relations between various sectors, change idea, lay off and replace surplus personnel and legalize institution reform, which is ofgreat importance in developing socialist democracy and building a socialist legal state.
