金融环境是中小企业融资最直接的外部环境,现有金融环境存在的诚信意识差、对金融支持少、法制环境差、执行难度大等问题阻碍了中小企业通过外源融资方式从金融市场获取资金支持;而传统货币政策直接干预的无效性和财政政策(主要是税收政策)效果的滞后性,使得政策对中小企业融资支持的效果并不理想。因此,要破解中小企业融资困境,就应该为中小企业创造良好的金融环境,同时利用稳健的货币政策维护金融市场的稳定,并配合税收制度的改革,增加财政支出,以增强政府担保和直接提供资金的能力,确保中小企业融资问题得到有效解决。
