Some Key Issues on Regulation of Power Transmission and Distribution Costs in China

在说明了我国输配电成本监管必要性的基础上,比较全面地探讨了我国输配电成本监管的现状,指出了其中存在的主要问题。结合对国外输配电成本核算和监管经验的介绍,提出了我国输配电成本监管中亟待解决的关键问题,为我国电力市场化改革的进一步深化提供了思路及建议。

In the basis of introduction on regulation necessity of power transmission and distribution costs in China, this paper fully explores the status quo of China＇s regulation of power transmission and distribution costs, and points out that the main problems existed. Investigating the accounting and regulating experiences of abroad power transmission and distribution cost, the paper presents the key issues to be solved of regulation for power transmission and distribution costs in China, and proposes some ideas and suggestions for the further reform of China＇s electricity power market.
