降低流通成本、提高流通效率的路径选择

The Path Choice of “Reducing Circulation Cost and Improving Circulation Efficiency”

本文论述了流通效率概念及其内涵,从流通者角度、生产者角度、消费者角度、社会公共角度探讨了流通效率评价指标体系,明确指出我国流通效率的三个理论问题,并论述了流通效率存在的实践问题,包括流通制度成本、迂迥成本、正常成本混淆;重前店轻后台、重经营轻管理、重价格竞争轻服务竞争、重低价竞争轻其他多种竞争方式、重与国际接轨轻中国特色的实际情况等。为此,应改革管理体制,降低制度成本;将科学发展观贯穿于现代商品理念、技术设施、模式与管理、结构与方式;充分发挥行业协会服务能力,加强协调与沟通,改善竞争环境;加强人才培养,提高流通劳动者素质。

The definition and implication of circulation efficiency is studied： the evaluation index system of circulation efficacy is explored from the angle of the player of the circulation industry, producer, consumer and social public; and three theoretical problems and practical problems concerning China＇s circulation efficiency are pointed out. So, we should, first, reform the management system and reduce the institutional cost; second, we should take the scientific outlook on development as the guidance; third, we should give full play to the role of industrial association in providing service, strengthen the coordination and communication and improve the environment for competition： and fourth, we should strengthen the cultivation for talented persons and improve the quality of labors in the circulation industry.
