生态资本运营视角下的农地整理

Research on Agro-land Consolidation in View of Eco-capital Operating

农地作为一种特殊的生态资本,是社会经济发展的基本要素之一,农地存量的非减性是保护生态环境和维持经济社会可持续发展的基石。如何通过制度创新和经济模式优化,提高农地的利用效率,寻找维持农村经济健康可持续运行的动力源,是当前各界普遍关注的问题。本文运用生态资本理论,指出农地整理过程的实质就是生态资本运营的过程,农地整理质量取决于农户对农地生态资本的运营能力。论文从农地生态资本运营提出的背景入手,阐述了农地作为生态资源转化为生态资产,进而转化为生态资本的运营过程,分析了农地整理中存在的生态资本运营主体缺位、农地生态资本转化率低、生态资本运营风险较高等问题,提出了界定农地产权从而明确农户的农地生态资本运营主体地位、在农地整理过程中给予农户完全的知情权和申诉权、建立健全中介服务组织以培育农地要素市场、引导农地整理投资主体多元化进而规范农地整理资金使用、加强农地整理的总体规划和技术指导、在农地整理过程中谨防土壤污染等对策建议。

As a kind of special ecological capital, land serves is one of the basic elements for social economic development, agricultural land stock non-reducing is the foundation to protect the ecological environment and maintain the sustainability of economic and social development. How to design the political system and economic model, which could improve the utilization efficiency of agricultural land, is the current widespreading community concern. Based on the theory of ecological capital, this paper points out that the land consolidation is a ecological capital operation process, and land consolidation quality depends on farmers＇ ability of farmland ecological capital operation. This paper first introduces the background of farmland ecological capital operation, and then elaborated the farmland as the ecological resources change to ecological assets, and then change to the ecological capital. Then it analyzes the existing problems in rural land consolidation, such as the vacancy main body of ecological capital operation, the low farmland ecological capital changing rate, and the high farmland ecological capital operation risk. Finally it puts forward some countermeasures and suggestions, such as to define farmland property rights in order to determine farmers＇ main body status of farmland ecological capital operation, to give farmers the complete right of supervision and petition in farmland consolidation process, to establish and perfect the intermediary service organization to cultivate the land market, to guide main investment body of diversity in rural land consolidation, to strengthen land consolidation planning and technical guidance, and to prevent the pollution of the soil in farmland consolidation process and so on.
