摘要
高校办学权在监督盲区中自由伸展是高校腐败风险之源。高校应当以信息公开开启权力监督之门以有效治理腐败。高校信息公开能彰显权力监督本源,降低权力监督成本,强化权力监督基础,增强权力监督实效。高校腐败治理之要义在于切实提升办学透明度,高校应当战略性地公布办学权力"清单",实质性地提升办学信息公开度,系统性地建构信息公开监督保障机制。
The free stretch of university power in supervision blind area is the source of university corruption risk. University should open the power supervision portal with information openness so as to govern corruption effectively. University＇s information openness can reveal the source, reduce the cost, strengthen the basis and enhance the effectiveness of power supervision. The essence of university corruption governance is to promote the transparency effectively. University should announce the power list strategically, promote the information openness degree substantively, construct the supervision and safeguard mechanisms of information openness systematically.
