土地适度流转是城乡一体化进程中的重要内容之一,也有利于调动农民生产积极性。但土地流转涉及范围广,政策性强,需要从社会发展的角度审慎对待。主要从客观现实角度分析土地流转对水利特别是农田水利基本建设和管理的影响,并提出土地流转过程中需要把握的几个问题。

Land transfer is one of the major contents in the process of integration of urban and rural areas and beneficial for stimulating farmers for agricultural production. However, it relates to a wide scope and needs policy support that requires careful consideration from the angle of social development. Analysis of impact of land transfer on water is conducted, especially on the construction and management of farmland water infrastructures. The study also raises issues for attention during the process of land transfer.
