供水安全概念刍议

Theoretical concept of water supply safety

当前我国紧张的水资源供需矛盾反映出对供水安全的认识存在一定问题。由于供水安全是国家水安全体系中不可或缺的组成部分,因此亟须通过进一步研究供水安全基础理论,支撑新时期保障供水安全实践。通过总结供水安全演进、动力及其战略作用,调研相关领域研究成果,给出供水安全基本定义及其本质属性。通过解析供水系统的结构,提出了供水系统各部分中影响供水安全的常态与极端因素,从而归纳出供水安全问题的内因、外因及其相互关系,并探索性地提出了对保障供水安全思路的借鉴。

Constraints on water supply and demand reflect that people lacks of awareness on water supply safety, which forms an essential part of national water security system. Therefore, studies need to be done on the basic theory so as to back up the practice in securing water supply in the new age. On the basis of summary of evolution and strategic role of water supply safety and study results, its definition and character are given. The influential factors affecting water supply safety are evaluated so that measures can be exploited for tackling the problem.
