"以人为本"执政理念的提出,是以胡锦涛同志为总书记的党中央科学分析国际、国内、党内情况所作出的理性选择。"以人为本"执政理念是党的执政理论的灵魂和核心,它提升了人民群众在社会实践中的主体作用,应该成为执政党的一种思维习惯和价值追求。中国共产党"以人为本"执政理念对中国共产党执政理念的升华、对中国共产党执政地位的巩固、对中国共产党执政实践的深化、对中国共产党构建和谐社会能力的增强都具有重要意义。
The ＂People - Oriented＂ concept of governing was the rational choice of the CPC Central Committee with Mr. HU Jin - tao as the Secretary - General, as a result of their scientific analysis on international situation, domestic situation and the Party＇s situation. Such concept is the spirit and core of the CPC＇s concept of governing. It emphasized the people＇s role as the subject in social practice, and should become a habit of thinking and value pursuit of the gover- ning party. The CPC＇s ＂People - Oriented＂ concept of governing is of great importance to the improvement of its concept of governing, the consolidation of its governing status, the intensifying of its governing practice, and the enhancement of its capability to construct a harmonious society.
