我国自改革开放以来,社会发生了深刻变化,公安机关传统的社会管理模式亟待更新,警务改革势在必行。公安机关有效管理社会的前提,是对社会有正确的认识。从"风险社会"的理论视角出发,对非传统公共安全的新形势进行分析,对社会不和谐因素进行解构性的评价,进而结合去年以来辽宁公安打造国际一流警务的改革实践,对公安机关社会管理创新从器物层面、制度层面、精神层面进行解读。

Since China carried out the reform and opening-up policy,the society has taken great changes.The traditional social management pattern of the police demands to be renewed and the reform must be done.The premise of effective management is to know the society correctly.From the viewpoint of the theory 'risk society',this paper makes an analysis of the new situation of non-traditional public security and evaluates the unharmonious factors in the society.And then,combining with the reform that Liaoning police has practiced in order to become the first-class in the world since last year,this paper analyses the innovation of the police's social management from the levels of material,system and spirit.
