流程再造的理论架构不仅被运用于政府管理领域,对于当前城市社区管理体制的改革创新也具有重要的实践意义。论述和分析了流程再造视角下社区管理的特点及现实困境,阐述了流程再造的基本原则,认为流程再造是当前社区管理与服务改革的有效途径,需要通过制度创新、社区授权、结构优化、绩效评估等方式实现社区管理的流程再造。

The theory of process re-engineering is not only applied to administration management but also utilized to make innovations in current urban community management system. Analyzing the characteristics and practical dilemmas of community management from the perspective of process re-engineering, this paper expounds the fundamental principles of process re-engineering and regards it as an effective resolution to the reform of community management and service, which can be achieved through institutional innovation, com- munity empowerment, structural optimization and performance evaluation.
