基于供应链的粮食宏观调控整合研究——以农户结算卡项目试点为例

Research on Integration of Macroscopically Grain Regulation and Control Based on Supply Chain Management: A Case Study on Farmer Balance Card System Based on RFID

本文着重对基于供应链的粮食宏观调控整合理论与相关案例进行分析,认为现有粮食宏观调控面临所需有效信息或数据不足、对种粮农户收益与种粮积极性的提高效果欠佳、对粮食准入监管与相关监督的成效偏差等问题,需要进行基于供应链的粮食宏观调控整合。由于农户结算卡项目有助于提高我国粮食宏观调控的适时性、匹配性与系统性,从而为现行粮食宏观调控问题的预期解决奠定了重要的信息基础,希望引起有关部门的高度重视。

Theory analysis and case analysis on macroscopically grain regulation and control integration are carried out.As for present situation of China macroscopically grain regulation and control,three limitations are existed,which are shortage of effective information or data,inefficient promotion on revenue and grain-planting enthusiasm of farmers,fail to be efficient on grain admittance supervision and other supervision.Therefore,macroscopically grain regulation and control should be integrated from the perspective of supply chain.From the aspect of theory analysis,timely character,matching character and systematic character of macroscopically grain regulation and control are analyzed.From the aspect of case analysis,framer's balance card system based on RFID is helpful for integration of macroscopically grain regulation and control,which offers important information base for problems resolving in grain regulation and control,and which should be paid attention to by related departments.
